    1. I agree with Observer; Observer you have read my mind to be very frank. I have strongly opposed TPLF even when I was a boy with no deep knowledge of any politics. I could not understand why the Tigrai liberators wanted to deny their own Tigrai a sea outlet is mind boggling for me. I have struggled for the past 25 years sane people determined to land-lock their country? The argument given by them was trash such a port is a commodity? Assab port is for camel to drink from? This was really stupidity and no man under the sun would argue against his country. Woyane have been arguing blatantly Ethiopia has to be landlocked. My surprise the Tigraionline editor used to jeer on this website by saying Amhara chauvinists wanted a port? This was very stupid. The port benefits all Ethiopians. It is better to have your own port than to spend around $2 billion dollars to buy ports from Sudan, Kenya, Somalia, Djibouti,…. this was 100% wrong without done blindly with no knowledge. TPLF does not even know the benefit of a port? that is extremely heart-breaking issue. The port is not only for import and export or for economic interest, but the port is a security gate. It is very weird, bizzare, … TPLF leaders have no never understood the all round security, economic,… benefit of a port. Now the port is occupied by Arabs. They are now sitting next door to house. If we have had control of the port, they would not be there and we could avoid or repel before they cross the sea. But if they planned attack us we have to fight on our land and we can defeat them only if we succeed to push them back to the sea? Now Ethiopia is in dangerous situation because of their presence at Assab port. By my own experience , I solidly know they will train Islamicists in Assab by recruiting Afar Muslims and expect Muslim rebels in afar sooner. It is inevitable they will do that. They are in Assab to implement their Islamic agenda. They sponsored Jebha and Shabia together with Egypt to dismantle our country. They did not succeed. Now they might succeed now. I know Dr. DG does not think it is a problem for them to be at Assab port. But those of us who knows they will meddle in our country. Something must done about it. My suggestion is to end the Eritrean indepedence and unite the people and control the red sea. We know small urban Eritreans feel they are different and they hate Ethiopia. But vast majority of Eritreans are like Ethiopians, they are farmers. They live in rural area. The Eritrean independence was sanctioned on them. They are not educated and did not choice by knowledge choice to be independent. So now with the no peace no war, the ordinary people on both sides are suffering of war zone like life and lack of stability. My suggestion, why do not end the Eritrean independence? The no peace no war does not affect the TPLF leadership or the Shabia leadership. The no peace no war only affects the life of people on both sides of the non-existing border. For example, there is no business in Mekele, Asmara, adigrat after the 1998 conflict. This does not benefit the ordinary people. Why not build a better Ethiopia for all including Eritrea? if there is better Ethiopia? what is benefit of isolating poor people in the north corner? The status quo does not solve any problem except postpone solving the problem and make the people on both side suffer from the lack of economic activity between them. Consumer business and interaction is very important in modern age. That is my suggestion concerning Eritrea.

    2. Ethnic Federalism: Politics based on race or ethnic or tribe is not healthy. It will be regrettable later. you may not see the long run result. But it is a dangerous game to use ethnic land partition. There are 95 ethnics or tribes in Ethiopia. But the land is divided to 9 major ethnics? This wrong from the start. On top of that ethnic Federalism has deny citizens mobility to work, reside, live or own property in ethnized land. Because if one lives in another ethnic land, he or she is considered foreigner. This is true. I have met many Ethiopians who have experienced such discrimination. On top of that OLF is using the very Ethnic Federalism you have created to Establish a country within Ethiopia. I have seen across Canada Oromos claiming they have a country called Oromia with its flag, national language. I have seen this in my own university the Egyptian flag hanged equally with Ethiopian flag with country status. We have seen this message carried in the recent protest also in Ethiopia. It is not a good sign. I suggest you abolish the Ethnic Federalism and change to geographical Federalism. Canada use Federalism, but the Federalism is based on geography similar to the old Ethiopian Kefle hager in Ethiopia. I can live anywhere in Canada and no one would ask me anything. My right is the same. If I am living today in Toronto, I can move tomorrow to Alberta and live anywhere. The only think I need is I have to travel. My Canadian indentification is the same where I go. No one cares about my ethnic or race or colour or where I came from if I am legal resident of Canada. My rights is the same everywhere i n Canada. No Canadian can claim to own any land anywhere in Canada unless one has bought a land anywhere Canada. If the Addis Ababa master plan was in Cananda? The Federal government would remove the people by compensating for the residents based on the land tenure system. If the addis ababa master plan was a Toronto master plan, the Federal or provincial government would follow the procedures and take over the land. No ethnic can claim ownership. Of course compensated based on the land tenure system. But in Ethiopia because of the ethnic Federalism, it became an ethnic politics. As such please change the federal system to geographical federal system and land belongs to all Ethiopians, not to any ethnic. On top of that giving land to 9 major ethnics make the minority ethnics landless and marginal because they will be treated as subsidiary because majority rules ?

    3. Please abolish ethnic political opposition it is racist by nature because people will think about their ethnics and can also lead to ethnic strife because it is easy to fool people their ethnic.
    4. Please allow full democracy and prepare to leave power democratically and that is the only way to prosper. If there is no freedom of thinking? There is no academic freedom, there is freedom to be innovative or creative. In short you can not solve complex problem without freedom. Also stability can be guaranteed only if there is democracy and freedom. People resort to violence if there is freedom or democracy. Anarchy ended in Europe only because of democracy. Please we beg you to allow full democracy. If there is full democracy, everyone is governed by democratic law and there is no need for race or ethnic or tribalism. You must know your running the country using 44 years old dedebit policy with no input from Ethiopians, may be you were 18 years old when you made all those law. It is an fair 100 million people have to be ruled for almost 30 years with one policy drafted in Debebit 44 years ago? This is very unjust and by the same type of people with the same idea? This is not cool to be frank. It is like eating Shiro wet by injera for 30 years? It is like sleeping in a bed for 30 years without changing your bedding sheet? It is not cool.

    5. As observer said it, reform EPRDF to be a National party you can call it Ethopian National Party or give it another name. Front is front, you are not still in the bush, make it civil.

    6. If there is full blown democracy in Ethiopia, there is no need for Eritrea as a country. Do something about it instead of fighting many proxy wars.

    7. Also release political prisoners. I know many of them are ending up as rebels. It is okay to let them out and let them go wherever they want. Reyot Alumu has joined g7? That tells me she was g7 in the first place and the government was right.

    8. Allow free professional, ethical, investigative journalism and that is the only way to destroy corruption.
    9. Respect the people of Ethiopia and do not allow NGOS and foreign Journalist to run the country. The country is yours. Do not worship or allow foreign journalists with vested business interest to interfere in Ethiopian affaires
    10. Set up National youth development programme that supports entrepreneurs to start small and large companies. Allow young Ethiopians to invest in the telecom industry. you can give license to provide internet services for example, mobile services private local companies. Do not allow foreign citizens to take over telecom or banking,… these are important National treasures and National security.

    11. Employ people based on merit, not based on ethnic or tribe or party, please
    12. Let professions be governed by professional councils for exampel, engineers must be governed by Engineering Professional councils, Doctors by Doctors Professional council, Lawyers by Lawyers professional council or society or …. similarly others. Then the PM does not need to have to worry about corruption. They system must be corruption proof. Top of officials can not control corruption by checking all offices in 100 million country. They system must be made self-monitored system.

      Before expressing my opinion in the subsequent section, let me tell you where my prime focus will be. Firstly, I will talk about the Asseb port just to give you the other flip side of the story that you are blind to see. Secondly, I will also add my perspective on Ethnic Federalism. First before I said anything here is my disclaimer; I am not expert on none of the issues I will speak my mind. Therefore, I am just forwarding my sole opinion and I am also not representing any political party point of view either. I am independent Ethiopian citizen reside in Ethiopia, so whatever I said is my own opinion. Having said that let’s get started with the bone of contention that is Asseb port. First of all, the issue of Asseb is not something in progress but an issue that had been settled some two decades ago not by a discussion on the table but rather by gun battle. So, it’s worthless to raise such thing as the main issue at this moment in time for a sane individual, but it could be still an agenda for chauvinists who had waged war on Eritrean people who were hoping to settle their concerns and the right of self-determination peacefully through dialogues and other non-violent means. Therefore, the issue of Eritrea could have been resolved via discussion based on mutual understanding if the former backward and chauvinist regimes had employed tried and tested conflict resolution instruments which worked for other countries which were in a similar situation like ours. However, thanks to Hailesslassie and Deg regimes they couldn’t handle the situation wisely because they were blinded by chauvinism. As a result, the so-called Eritrea in general Asseb port, in particular, had gone forever. Hence, let’s the bygones be bygones and think about the future and look for other possible means through which we can secure our national interests. On the other hand, you should recognize Eritrea is a sovereign state, like it or lump it!!! For this reason, it will be a futile attempt if any individual or group tried to disregard the country sovereignty. I personally hate Shabia for unlimited reasons, but I still respect Eritrean people choice regardless the fact that the bogus referendum. I also believe the fact that Eritreans today have picked lesson through the hard way. They were betrayed and misinformed, but these days they have realized the fact that how devastating the consequence of ill-informed choices and decisions they had made in the name of freedom, liberation, and democracy. To the contrary, Eritreans gain nothing from their independence as their independence didn’t yield anything except enslavement of the entire country by Shabia. These days, Eritrean becomes the second largest refugees next to war-stricken country, Syria which, yesterday, trained and armed Shabia. What have Eritreans benefited from Shabia led independence? Enslavement and destitution!!! Anyway, what is happing in Eritrea is partly if not fully a consequence of the backward policies that were employed by farmer chauvinist regimes of Ethiopia. Particularly, the infamous policy “Enbi lalew sew ti-iet agursew” roughly it can be translated as follows: “Shoot him on the head if he doesn’t obey”. That means that they shoot to kill you if you have a different point of view to theirs.
      The second point that I would like to touch briefly is that ethnic federalism. You have tried to blacken the good reputation of ethnic federalism as something repressive and backward form of federalism. However, you have neither the expertise nor a moral to criticize it. When you tired to do so, it only exposes your ignorance. Anyway, believe it or not, the so-called ethnic federalism is one of the handful forms of federalism practicing in many countries. For instance, Switzerland is one of the few well-developed country that embraced ethnic federalism more than a century ago while our country suffered from civil war, poverty, ignorance and backwardness under monarchy and military regimes. Now, Switzerland has a matured and developed democracy than any country on earth. However, what have Ethiopians benefited from oppressive and brutal unitary governments? Nothing except they inherited poverty, frequent famine, not to mention the civil war from their former regimes. To my wonder, you have falsely mentioned Canada as geographic federalism. In the first place, there is no such form of federalism on the planet earth. If there is, it’s only in your own mind. Please, stop from disseminating such bogus information to mislead average innocents. If someone interested to know the fact, it can be googled from the Internet to debunk Ato Gezaee false claim. To give little bit information, before federation of Canadian provinces officially established, the present day Canada provinces were independent colonies, for example, British colonies such as Ontario and French colony Quebec. Therefore, after bloody war among the colonies, they came to form confederation that mainly comprise of the provinces of Nova Scotia, Ontario, and Quebec. These provinces were the first Canadian provinces that formed confederation which paved the way for the establishment of Canada federation. Many years later, the west Canada provinces namely Alberta, British-Colombia and Saskatchewan joined the federation. These days, except Quebec which is predominately French-speaking province, all other provinces are mixed race provinces in which all types of European races and other world human races are residing peacefully even though in some provinces English, Scottish, Irish, and German are the dominant ethnic. Mr. Gezaee, however, tried to mislead as by referring Canadian federalism as geographic federalism which doesn’t exist in the globe. But, it doesn’t mean that geography has nothing to do during the establishment of federation. It means that it can be considered during the formation of federalism in order to ease administration. Other than such kind of importance, geography in itself can never be used to establish a healthy federation. So, in short, Mr. Gezaee is not only a liar but also he is ill-informed. To my mind, such kinds of people are the roots of all types of evil deeds.
      So,may almighty God save us from people like Mr. Gezaee.

    13. I forget one thing. please borrow about 1 trillion dollars and start a new irrigation project across the country. The blue Nile must be harnessed fully and large agricultural schemes must be implemented by the government and the people to ensure food security in every region. The country must also attract Defense investors from Russia or America or China to manufacture air defense systems within Ethiopia. Ethiopia has to make sure its air defense system is water proof and before Ethiopia try to use the Blue Nile for agriculture.
    14. The country needs Navy and needs to control the red sea as soon as possible if you wanted the county to exist. Otherwise, landlocked Ethiopia surrounded by Arabs will not exist long. This is an urgent.

    We know Ethiopians will never accept their country to be overtaken by foreigners in the name of Globalization (modern colonization) and they become modern slave types and cheap and unwise consumers to the criminal multi nationals in their own country. Banks, land, Energy (clean-Hydro), Telecom, water and infrastructures including railways and aviations are among the very fundamental national wealth determining about the overall situation of the nations existence and achievements. Therefore, these very important national assets/development branches always must remain under the Ethiopian people ownership functioning based on the state ownership capitalism system.

    The Ethiopian state owned capitalism system must work aggressively for profits, improvements and development where the result always has to be shared among all the citizens unlike the private ownership capitalism system where the profit always goes to individuals engaging with exploitation, speculation, corruption, lies, manipulation and so on for illegal profit. State owned capitalism system creates equal opportunities and equalities among the population while the private owned capitalism system creates inequalities followed by poverty, divisions, crimes and so on we are witnessing what is going on among the population in the west including USA and England.

    However, the Ethiopian state ownership capitalism system is there so far only by name while unable even to walk a centimeter forward by delivering good services and achieving results. The energy sector is the one to mention. It is a shame still that very important sector has so called managers and workers while they are not delivering any job on time with quality. The Ethiopian government needs to fire those lazy and incompetents and replace them by those have knowledge, commitment and determination (including hiring foreigners) to deliver the jobs on time while protecting the unnecessary energy losses. The current energy sector officials are rubbish they can benefit the nation if only they are not there at all.

    When we come to the banks, there is nothing to compare with it. Privately owned banks in some nations in the west owned more than the nations GDP. So, there is nothing dangerous than this to any nation faced by this kind situation. They are creating loans with no money in the circulation but offering empty credit bank accounts in order to get interests from something that is not there at all. Western/USA and English lead banks are the greatest frets and dangers to the nations and world economy.

    Western banking system is functioning based on pure criminal activities operating legally and supported by the regimes that are part of the bank in the form of share holders or bribed elements. These criminals camouflaging behind any foreign media must be confronted and stopped since longs times ago knowing they are evils and savages coming in the country by themselves for bad, negative and dangerous reasons. This year have been killed 110 so called journalists. This shows the international community is already woken up and started to confront them till they totally stopped coming to any country in the name of any foreign media and journalism.

    As far as the GERD concern, it is serving Egypt pure as a political case. It has nothing to do about the Nile water in Egypt because of the dam will increase the flow and amount of water as it is build on the boarder and Ethiopia has no possibilities and intention to use even a cup of water from the dam other than rotating the turbines while passing through without losing any drop of water. What some sick Egyptian individuals don’t like to see is development in other part of Africa knowing the energy coming from the dam will transform not only Ethiopia but also Sudan and many nations in the region including Egypt.

    So, GERD for Egypt and her supporters is 100% political while 0% technical related to safety, environment or water supply. However, as we are the fair, justice, honest and determine people, we will never give up about the truth and right things but finishing the jobs that is almost done knowing the dam will benefit everyone while affects no one.

    There are more than 10,000 Ethiopians and 100s foreigners coming from 32 nations currently working on the GERD 24 hours a day and 7 days a week with three shifts. The quality of the dam is one of the best if not the best because of it is built lately using techniques, technologies and knowledge from other dams already built all over the world. The Italians are known with quality buildings since 2000 years ago. So, no technical body would have any negative finding about the quality and benefit of the dam if they are free from any political influences coming from Egypt directly or others that are the enemy of Africa and black people don’t want to see peace, unity, development. Prosperity and benefits in Africa towards black people.

    The conclusion is that the dam is the done deal. There is no doubt about that. We are waiting eagerly and with big expectations for its completion. What Ethiopia, Sudan and Egypt have to talk about is about the filling process. This can be reached easily with compromises coming from all sides. We know the Ethiopian highland gets sometime up to 40% more rain falls than the average every three or four years. So, even this extra rain fall can be good enough alone to fill the dam. When once it is filled, then, there is no reason for Egypt or anyone else to cry about but getting more free water for generations to come.
    If they are normal humans, they must offer Ethiopia supports to finish the dam and financial compensation during the filling process.

    2. give investor free x amount of electricity for those who start their project in free Nile industrial zone if the Nile dam took five years and if the industry took five year to build when the Nile finished we will have ready industry to buy electricity otherwise if we have 6000Mgw electricity and no body to buy it would be waste of energy because we cant store electricity once it is produced therefore we should be ready with industry that buy electricity to this end we should give free land, electricity, and water for those who build now

    UNECA Chief Says Ethiopia To Be Africa’s Major Economic Power By 2050

    ADDIS ABABA, Dec 31 (BERNAMA-NNN-ENA) — The top spot for Africa’s biggest economy by 2050 will go to Ethiopia, according to Dr Carlos Lopes, the Executive Secretary of the United Nations Economic Commission for Africa (UNECA).

    Dr Carlos weighed prospects and challenges for Nigeria and South Africa — the current economic giants of Africa — with resource-rich Democratic Republic of Congo (DRC) and fast-growing Ethiopia to reach to the conclusion that this Horn of Africa nation will come out as top performer in Africa by 2050.

    Lopes said: “At nearly 100 million (people), the country [Ethiopia] is Africa’s third most populous, and has posted blistering economic growth in the past decade or so.

    “More importantly, it is fast closing the infrastructure gap, laying down a flurry of roads, railways and power projects, which would give it a competitive advantage in the region, particularly over DR Congo, that is notoriously poorly connected.”

    As for Nigeria, currently Africa’s biggest economy, Lopes said: “Its rosy headline economic figures, huge population and massive potential also mask deep structural flaws in the economy that might make it choke on growth soon.

    “Nigeria will have strong competition and by 2050 may have an economy smaller than DR Congo and Ethiopia.”

    Lopes said Nigeria’s weak point is in its lack of energy. It produces just 1.5 per cent of the electricity it needs for its 173 million people.

    More than 70 per cent of running costs of enterprises go to running fuel generators alone, and industries retain slow, outdated manual processes because they don’t have the power to run machines.

    Without radical reform, and if oil revenues have hit a permanent slump, Nigeria will not be able to function as a modern economy, and may just become a de facto village, though still hulking in size, Lopes warned.

    Meanwhile, the DR Congo’s potential is immense, he said. The Central African nation’s total mineral wealth is estimated to be worth a mind-boggling US$24 trillion, more than the current gross domestic product (GDP) of Europe and the United States combined.

    The planned US$80 billion Grand Inga Dam, if finally constructed, will be massive, producing 40,000 megawatts (MW) of electricity when completed. It will be capable of literally lighting up the continent, providing electricity to half of African countries, according to Dr. Lopes.

    Currently, the world’s largest hydro-electirc power plant is the Three Gorges Dam across the Yangtze River in China, delivering 22,500 MW and Grand Inga will be nearly double the size.

    However, the DRC is plagued by instability and it therefore may become the top African economic power in the foreseeable future.

    The DRC also has less than 3,000 kilometres of all-weather paved road in a country which is the second largest on the continent at 2.345 million square km.

    “South Africa will not get back on top,” said Lopes categorically during the extensive, listing the global commodity price collapse, the worst drought in more than three decades, social unrest and the country’s sovereign credit risk as key contributing factors which hold back South Africa from regaining its spot as Africa’s economic power.

    Over the next 35 years, more than half of the world’s births will happen in Africa. It means that over the same time period, the region’s working age population is expected to triple to 1.25 billion people, he further noted.

Though not everything about the project is wrong, deliberately misleading the public about the true cost and economic benefit once the whole project was completed is not only so sad but is historically unforgivable. It is fully understandable that development is not a soft policy issue but a core national security one in a nation like Ethiopia, as poverty breeds frustration and resentment, which ideological entrepreneurs can easily turn into support for — or acquiescence to — terrorism, banditry, lawlessness or armed uprising; particularly in light of the fact that there is a chronic lack of political rights and freedoms in Ethiopia. But there was no question that the regime and its ”developmental media” deliberately misled the public by ”cherry-picking”  information vis-à-vis this particular project. What I meant by this is that the Govt and the media deliberately manipulated the public by highlighting parts of information that argued for the project’s benefit while significantly minimizing or dismissing the costs associated with it. I know I could be accused of being a hypocrite in light of the fact that I am among those supporting the project, but I am fine so long as my contribution could help pay for Ethiopians working on the project and this alone will surely keep me among the strong GERD supporters and I will proudly continue playing my part. In an effort to build a formidable middle class by 2025 as planned under the GTP2, the country is spending itself to death to complete the GERD, adding an exponential sum of money into the already sky-high National Debt to finance the project. The middle class the EPRDF hoped to ignite appeared to have already made its peace with the system’s failings, preferring the nation’s black markets to the Govt’s Green reforms, as deadly student uprisings, ethnic tensions, rampant corruption, drought and famine and skyrocketing inflation continue to frustrate a Govt that was already out of any real positive energy to carry-out real reforms. With the World now combined and so much glued in a globalization’s functioning core, Ethiopia appears to be kept in the GAP because it suffers from ”hereditary succession”, as those who assume the mantle of leadership by succession keep treating the nation’s economy less as their money box and even more as their plaything. By GAP I meant nations in the wrong side of the Globalization’s isle and by CORE —nations already within the Globalization rule-set. In a globe of free flow of mass media, ideas, capital, people and technology, sufficient political and security rule-sets need to keep pace with all this growing global connectivity and there was simply no way that Ethiopia could keep itself in the dark from this new global reality. Though it is true that disconnectedness favors the ruling few in EPRDF, the unleashed needs of the many grossly overwhelms the long-held prerogatives of the few and denying this reality is simply swimming against the tide of history.

     Ethiopia’s leaders need to understand that opening a door to freedom, transparency and economic opportunity for all Ethiopians is no longer optional, but so much mandatory and start to devise a Grand Strategy that transcends their deep-seated fear that letting their society into the Globalization’s core amounted to surrendering the regime’s authoritarian grip on power; lest there would simply be no choir left to hear their GTP preachings come 2025.

But the public and the protesters need protection for that they need to do their protest peacefully. Even if they do it without permission? if it is peaceful? such things would never happen. But if people burn government buildings, police stations, investor properties,… the government has to take whatever it takes. To avoid that , you need to follow the law even if the law is not good. When you protest is legal, the law enforcements will be ready with tears gas, .chemical spray, rubber bullet, … but if if the protest is illegal and violent, sudden, they have no time to prepare anything and the only choice they have is to use live bullets. As such everything must be peaceful. It does not matter whether you are Oromo, Amhara or tigrie,… you need to live and abide the law and oppose peacefully without inviting trouble.

    Resolution 1803 (XVII) provides that States and international organizations shall strictly and conscientiously respect the sovereignty of peoples and nations over their natural wealth and resources in accordance with the Charter of the United Nations and the principles contained in the resolution.     Noting that the subject of succession of States and Governments is being examined as a matter of priority by the International Law Commission,

    Considering that it is desirable to promote international co-operation for the economic development of developing countries, and that economic and financial agreements between the developed and the developing countries must be based on the principles of equality and of the right of peoples and nations to self-determination,

    Considering that the provision of economic and technical assistance, loans and increased foreign investment must not be subject to conditions which conflict with the interests of the recipient State,

    Considering the benefits to be derived from exchanges of technical and scientific information likely to promote the development and use of such resources and wealth, and the important part which the United Nations and other international organizations are called upon to play in that connection,

    Attaching particular importance to the question of promoting the economic development of developing countries and securing their economic independence,

    Noting that the creation and strengthening of the inalienable sovereignty of States over their natural wealth and resources reinforces their economic independence,

    Desiring that there should be further consideration by the United Nations of the subject of permanent sovereignty over natural resources in the spirit of international co-operation in the field of economic development, particularly that of the developing countries,

    I

    Declares that:

    1. The right of peoples and nations to permanent sovereignty over their natural wealth and resources must be exercised in the interest of their national development and of the well-being of the people of the State concerned.

    2. The exploration, development and disposition of such resources, as well as the import of the foreign capital required for these purposes, should be in conformity with the rules and conditions which the peoples and nations freely consider to be necessary or desirable with regard to the authorization, restriction or prohibition of such activities.

    3. In cases where authorization is granted, the capital imported and the earnings on that capital shall be governed by the terms thereof, by the national legislation in force, and by international law. The profits derived must be shared in the proportions freely agreed upon, in each case, between the investors and the recipient State, due care being taken to ensure that there is no impairment, for any reason, of that State’s sovereignty over its natural wealth and resources.

    4. Nationalization, expropriation or requisitioning shall be based on grounds or reasons of public utility, security or the national interest which are recognized as overriding purely individual or private interests, both domestic and foreign. In such cases the owner shall be paid appropriate compensation, in accordance with the rules in force in the State taking such measures in the exercise of its sovereignty and in accordance with international law. In any case where the question of compensation gives rise to a controversy, the national jurisdiction of the State taking such measures shall be exhausted. However, upon agreement by sovereign States and other parties concerned, settlement of the dispute should be made through arbitration or international adjudication.

    5. The free and beneficial exercise of the sovereignty of peoples and nations over their natural resources must be furthered by the mutual respect of States based on their sovereign equality.

    6. International co-operation for the economic development of developing countries, whether in the form of public or private capital investments, exchange of goods and services, technical assistance, or exchange of scientific information, shall be such as to further their independent national development and shall be based upon respect for their sovereignty over their natural wealth and resources.

    7. Violation of the rights of peoples and nations to sovereignty over their natural wealth and resources is contrary to the spirit and principles of the Charter of the United Nations and hinders the development of international co-operation and the maintenance of peace.

    8. Foreign investment agreements freely entered into by or between sovereign States shall be observed in good faith; States and international organizations shall strictly and conscientiously respect the sovereignty of peoples and nations over their natural wealth and resources in accordance with the Charter and the principles set forth in the present resolution.
